A decree published in the Official Gazette officially transferred the management of emergency and outpatient clinics managed by the State Regulation Complex (CRE) to the Goiás State Department of Health (SES-GO). The job was, until then, the responsibility of the Institute for Management by Results (IGPR), a social organization (OS) under investigation by the civilian police for suspected administrative irregularities and actions.

The request came as a result of a contract to use a software license and provide services by IGPR with a computer company from São Paulo, Duosystem, which states that the company can destroy data and information on its systems at the request of the operating system.
For the R$10 million transferred by SES-GO to IGPR, the ministry, which had already suspended the October payment, explained that the payment had been paid in advance, as a result of contract installments and “creating a fund to support” the eventual termination of work. ”
It should be noted that, in practice, the state contract with the International Agency for Disaster Reduction, amounting to 84.6 million Brazilian reais, has not been terminated. However, in the meantime, the decree published at the beginning of the week establishes a special committee to take over the contracts signed by the operating system necessary to enable the implementation of health regulation operations.
In response to a question about what actions will be taken after the deadline for the work of the Special Committee – October 31 – SES-GO announced that it is concerned with protecting access to services and studying the best way not to harm them.
The report attempted to contact IPGR by phone, but did not receive a response until the latest update of this article. Duosystem has stated that it will “comply with any specific and established procedure in court, to ensure that data from this system is maintained and made available to SES-GO.
In addition to the administrative action opened by SES-GO due to evidence of breach of contract, the IGPR was the target of an operation by the Goiás Civil Police investigating crimes in employment by the state government, in 2018.
According to investigations, recruitment was supposed to take place infrequently, endangering public finances. In addition, OS had promoted the practice of “sheltering,” by subcontracting services from other private companies for health.
The police explained that crimes against the public administration are being investigated, including crimes of auction and against public funds, embezzlement, positive and negative corruption and money laundering, in addition to the constitution and the incorporation of the criminal organization.
