The MAC ceiling is an amount passed by the union to fund medium- and high-complex health measures and services in states and municipalities. According to the report, previously submitted at the end of May to Vice President Geraldo Alcmene, in 2022 Rio Grande do Sul spent R$331 million in addition to the resources transferred by the Ministry of Health to finance the unified system of healthcare services. In the 183 municipalities of Rio Grande do Sul, the ceiling for measures of medium and high complexity was not sufficient to cover expenses while serving the population. The largest deficit of R$ 34 million was recorded in Caxias do Sul. In Santa Cruz do Sul, it was R$8.6 million, and in Carazinho, R$7.2 million.
In the presentation, with the data referring to all municipalities in the state, the Department of Management of Specialized Care (Dgae) of the Health Secretariat also showed the need for clearer standards in transferring resources from Teto Mac to states and municipalities.
A report of the Comptroller General of the Union (CGU), in 2019, did point to the problem, stating that even when there is an increase in the measures implemented, there is often no increase in resources. And that when there are fewer services, there is no drop in conversions. After the presentation, the study received praise from the meeting participants.
