With these four new units, SNS, which currently has eight ULS – Matosinhos (created in 1999), Norte Alentejano (2007), Guarda (2008), Baixo Alentejo (2008), Alto Minho (2008), Castelo Branco (2010) and Northeast (2011) and Litoral Alentejano (2012) – it will now have 12.
“Ten years after the last ULS was established, we are now seeing a small revolution in this process,” highlights the SNS executive directive, noting that “currently, local health units provide care for a population of more than one million.”
SNS Executive Director Fernando Araujo notes that this 50% increase in ULS in the country “represents a profound dimension in building tools for SNS planning and regulation, with related gains in health, through improvement and integration of care, proximity of care, and autonomy of management.” , and to promote primary health care, always focusing on users.”
This approach will define a ‘reorganization’ of the SNS institutions, which will take care response at the primary care level and hospital care in an integrated manner.
The action plan for the four new ULS will include analyzing the clinical and financial implications of this form of organization, ensuring “health gains resulting from the integration of care, through proximity of decisions, through increasing the autonomy of new institutions, strengthening health care services as the basis of the system, and providing the necessary means and resources.” for its mission.”
DE-SNS also adds that it has begun drawing up the action plan to integrate the Arcebispo João Crisóstomo Hospital – Cantanhede and the Rehabilitation Medicine Center in the Central Region – Rovisco Pais into the Coimbra Hospital and University Center (CHUC), “with the aim of increasing access and efficiency”.
The processes, aimed at the convergence and integration of care, as well as the autonomy of organizations, should be completed in the first half of next year, strengthening DE-SNS.
