The urban planner in his research conducted an empirical investigation that focused on studying the implementation of federal budget resources for the period from 2000 to 2016, and then devoted attention to the revenue generated in the municipality of São Paulo for the period from 2003 to 2016.
“Preliminary budget data were obtained from the federal government and the municipality of São Paulo, and also evaluated in the light of relevant literature, legislation, technical and budget reports,” the researcher described.
Giuseppe also asserted that “the action of the state is an indispensable mechanism for understanding the contemporary economic system and its consequences.” He added that financial financing is an act of providing the necessary financial resources for the work of the state. “In other words, it is the provision of public money for the contracting of services and works carried out by the state. It is, in fact, the rental and implementation of budget resources.”
In the interview, Giuseppe said that in his research he evaluated a database of about 535,000 budget items, among which, about 50,000 were selected. Thus, it was possible to check how budget resources are allocated to public policies, which represent the financial financing of urban development. “Of course, I also consulted technical and management standards and reports to help with research options,” Urban reinforced. Regarding the period analyzed (2000 – 2016), the urban planner said that about 350 billion R$ was committed and allocated from the general budget of the Federation to finance urban urban development.
