The Executive Directorate of the National Health Service (DE-SNS) has, from Thursday, August 17, full powers to appoint the governing bodies of the NHS units, a process so far in the decision area of the Ministry of Health and the Ministry of Finance.
With this action, the Government is taking an important step towards strengthening the strategic management of the NHS, de-governmentalizing the process for appointing heads of institutions that has been in place in recent decades and delegating new operational guidance to the SNS. Not only the proposal, but also the appointment of leading cadres for enterprises, in line with the set goals for the proper operation of public health services.
With the publication of the Cabinet Decision of the Diario da Repubblica this Wednesday, which will enter into force tomorrow, the delegation of powers set out in the Statute of the Social Networking System, approved in August 2022, has been fulfilled.
These deliberations of the Government cover the appointment of members of the administrative bodies of the Portuguese hospitals, hospital centers, oncology institutes and local health units, without prejudice to compliance with the rules regarding the relevant selection or appointment procedures and the proposal of the member by the member to the government responsible for the financial sphere, as provided in the statutes of the SNS. However, the decision is not subject to the tutelage of health and finance, and the executive director is responsible for arranging the appointment.
At the same time, the letter of the Minister of Health was published, which delegated to DE-SNS the power to appoint Executive Directors of the Health Centers Clusters (ACeS).
The establishment of the DE-SNS, in place since the beginning of the year, constituted the largest administrative reform of the social networking system in more than four decades, and this first year of activity has been essential to the consolidation of its competencies in the field and in the applicable legal system, a process that is ongoing. Through this procedure, the advantage is recognized in creating a direct link between the responsibility to direct the work of the SNS globally and the power to appoint its boards of directors, and to make the necessary legal amendments.
