In an interview with Lusa, the Special Envoy of the Presidency of the Central American Court of Justice to the UN, David Balsa, explained that he made this proposal at the end of March, the month in which the Presidency of the Central American Court of Justice at the UN rotates. “In the meetings we had at the United Nations, we were informed that it was inconceivable that Latin America and Africa in the 21st century would not have permanent seats on the UN Security Council. This situation must change. Mozambique’s ambassador to the United Nations, Pedro Afonso, defended in early March – during his rotating presidency of the Security Council – that Africa, as a “victim of a historical injustice”, deserves “two permanent seats on the Security Council and five non-permanent seats”.
“We, from Central America, share and support this just request of Mozambique and the friends of the African Union. During a visit I made to the headquarters of the African Union, in Ethiopia, I already conveyed our full support for this request. Brazil, which has always been the advocate of the envoy for the Central American countries in the nations United Nations, it must also be present at the UN Security Council on a permanent basis.
In general, almost all UN countries consider it necessary to reform the Security Council, but there is no agreement on how to do this, with various proposals on the table for years.
The United States has demonstrated that it is willing to advance this reform, including expansion into Africa – the only continent without a country as a permanent member of the United Nations’ highest body.
David Balsa, who has been nominated as a candidate for the 2023 Nobel Peace Prize, highlighted the role that the UN Secretary-General, António Guterres, can play in this process, because he is a “good friend of the people” of Central and Latin America. An America that has on several occasions defended the need to reform the United Nations and expand the Security Council.
“In my recent meetings with diplomats in New York, I have noted that the climate is increasingly conducive to reforms. There is no doubt that an alliance between Latin America, Africa and the Community of Portuguese-speaking Countries [Comunidade dos Países de Língua Portuguesa] It could be fundamental to the success of this initiative,” the Spaniard evaluated.
He stressed that “we have high hopes in this sense that Brazil will assume the presidency of the UN Security Council in October 2023. Latin America and Africa cannot continue to be excluded from permanent membership in the Security Council, which is the heart of the UN,” Balsa, in an interview with Lusa .
David Balsa is the envoy of the Court of Justice of Central America, a regional court for the countries of the Central American Integration System (SICA) – Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, Belize and the Dominican Republic.
The Central American Court of Justice also announced its intention to formally apply for its establishment as an international observer organization in the United Nations system.
