The first face-to-face confrontation will take place in the Republic Council next week.
Luis Montenegro – Head of the Public Security Directorate
Health, education and security forces. These are the main priorities that Luis Montenegro will have to respond to when he leaves Ajuda Palace as prime minister on Tuesday. This will be the third time that Marcelo Rebelo de Sousa has installed an executive body, this time led by the Social Democratic Party and with a minority.
The president will be the first to speak after taking the constitutional oath of the new executive branch. He is followed by the new Prime Minister. About three weeks after the legislative elections, Luis Montenegro will break the silence he has maintained since the legislative elections. He kept much of the government team secret and only made brief statements after hearings with Marcelo Rebelo de Sousa and during a visit to Brussels.
Friday will be the day on which the foreign ministers will take office. Then it is necessary to start with the files promised in the campaign. The following week, with the presentation of the government's programme, the Portuguese will have a clearer idea of how the executive intends to implement the most pressing matters.
Montenegro, for example, promised a health program within two months. It is also necessary to know how and when teachers' service time will be replaced, a negotiation that can be difficult, as teachers want a faster process. In the security forces, the desire is to begin negotiations as quickly as possible. It is not yet known how willing the executive authority is to equal risk pay for all security forces. What is certain is that there will be a proposal to reject the Communist Party.
PS seat still to be filled
Its leadership of the largest opposition party has not yet been determined. The Socialist Party is waiting for members of the outgoing government to assume the position of deputy. And many big names in the party. Fernando Medina, Mariana Vieira da Silva, Manuel Pizarro and José Luis Carneiro are just some of the names from the former executive who should complete the parliamentary bench.
