According to independent Russian media, Turkey proposed to Moscow and Kiev a draft agreement that includes freezing hostilities and holding referendums in 2040 in the Ukrainian territories annexed by Moscow.
Ukraine and most of the international community do not recognize the annexation of the five regions to the Russian Federation.
Kiev demanded the withdrawal of Russian forces from all Ukrainian territories, including the Crimean Peninsula, as a precondition for final peace negotiations with Moscow.
