Fiocruz 2021, at its ninth internal conference, approved ten indicative theses for the period 2022/2025. The ninth thesis refers to the guiding principle of the institution to work permanently with the expanded concept of health, which goes beyond the vision of eliminating diseases and biomedical interventions, and is considered indispensable, to achieve adequate health levels for all, social-environmental determinants and their relationship to the United Nations 2030 Agenda.
Provisional Measure No. 1154, which the National Congress is currently considering, in its proposal to restructure the executive bodies, removes from the Ministry of Environment and Climate Change (MMA) powers over the Rural Environment Register (CAR), the national agency. das guas (ANA) and the Department of Solid Waste and Sanitation, as well as removing two of its main features from the newly created Ministry of Indigenous Peoples (MPI): the delimitation of indigenous lands and the administration of Funai. Fiocruz, in its mission and its technical and scientific characteristics in health promotion, PM is a setback in the field, especially given the importance of topics on national and international agendas and the scientific evidence that has already been generated regarding the enormous effects of climate change on the health of the population.
Fiocruz understands that the time has come for reconstruction and progress, given the latest data indicating a critical scenario for the areas of health, environment and indigenous peoples, resulting from the lack of appropriate policies and structures in recent years. Around the world, the climate and health agenda has advanced and taken a central place in the political, technical and scientific field, while also taking into account the context of the country’s position in confrontation with the G20 and COP28.
The Foundation promotes the need, therefore, to intensify public health actions with indigenous peoples and traditional communities, as well as other inhabitants of fields, forests and waters, mitigating social and environmental impacts that may cause health emergencies and adverse effects on populations. Health and the promotion of the defense of their lands and livelihoods, the ethnic diversity and richness of the country’s social maps and common goods.
To this end, the Foundation reiterates the need to preserve all the powers of these two ministries, which are the only two bodies with the appropriate skills to deal with the overlapping and impact of these issues on the population. Fiocruz expresses its desire to work together, collaboratively, with all other government bodies that have competencies and actions aimed at defending, preserving and enhancing the environment, nature and life.
