She is currently an Associate Professor at the UFRJ’s Institute of Economics, where she coordinates the Public Sector Economics Research Group. He has expertise in economics, with a focus on the public sector, growth, and economic development, with an emphasis on topics such as the financial system, state participation, and demand-led growth, among others.
The economist, a member of the technical staff of the Workers’ Party, worked in the Ministry of Planning, Budget and Administration of the government of Dilma Rousseff, where she was the head of economic advisory (2011-2014) and secretary of the federal budget (2015-2016). She has also been Parliamentary Adviser to the Senate (2016-2017) and Professor at the Federal University of Fluminense (2007-2009).
The Cofecon Federal Economic Council awarded Esther the Economic Woman Award for 2021. She stressed at the time that the award was not only for herself, but a collective struggle of people involved in building a new country.
The economist also participates in the Energy Innovation Systems Transition Economics Group, which is associated with the University of Exeter, in the UK. The global group in which she works, made up of researchers from the UK, EU, China and India, is gathering ways to support government decision-making in order to pave the way for the transition to a low-carbon economy. The project engages policy makers in emerging economies, with the aim of developing these countries in a sustainable manner.
