The deadline for state and municipal managers interested in continuing unfinished projects in the health sector to register has almost passed. The membership program to resume work at the Ministry of Health ends on April 15. According to the ministry, 1,586 jobs are still available for reactivation, but they depend on managers' signals.
Financial expert Cesar Lima explains that many of the stalled works – not only in the health sector, but in infrastructure and education – were halted due to difficulties in implementation.
“A common problem is business abandonment due to the inability to cope with the slow transfer of public resources, so all this causes these downtimes, not only in this area, but also in other areas,” he highlights.
Elton Fernandez, an attorney who specializes in health law, adds another factor: lack of planning. “We may think that there is a lack of money, that there has often been a failure of the project, but the lack of money and the failure of the project often result from a lack of planning by that body, for example, to implement the project.” Out of this business,” scores.
How to join the program
Those interested in participating in the Health Business Resume must express their interest in registering at location Investosos. Hence, it is necessary to continue submitting documents and analyzes for appeal or reactivation. New resources will be transferred to complete the structures, even if the original amount has already been transferred.
The renegotiation will include a new commitment period and correction of the corresponding values of the non-implemented portion, taking into account the National Index of Construction Costs (INCC), with the aim of achieving program effectiveness. Installment correction rates are available at the entrance.
The Ministry of Health has dedicated a special page with program rules and deadlines. Managers can also access a brochure that provides several instructions on how to join – and what the initiative is all about.
Financial advisor Cesar Lima believes that it is necessary to continue work to improve services and support the population:
He stressed that “it is very important to resume and complete these works, since there are already public resources there, and the expenses invested in the work and the delay in its completion cause deterioration, which ultimately increases the cost of that work.”
For medical law lawyer Elton Fernandez, improving infrastructure means bringing more quality to the service. “Since I have more infrastructure and more professionals working for this service, I will get increased capacity and better service,” he asserts.
Actions that can be analyzed:
Renegotiation: Celebrating the official commitment between the federal entity and the Ministry of Health.
Reactivation: Regularization of the status of works or engineering services in operation without registering as “completed” in CESMOB, i.e. works already completed, with or without the municipality’s own resources, but without updating the system.
Basic Health Units (UBSs), Health Academies, construction and expansion of Emergency Care Units (UPAs), as well as procedures in Cegonha and neonatal networks. Specialized rehabilitation centers and orthopedic workshops are among the businesses that can resume.
Published by the Ministry of Health Decree 3084, On January 15, states and municipalities will join the program to resume suspended work in the health sector. Registration closes April 15.
