The Ministry is investing in several preventive measures, such as the National Arbovirus Chamber, a public data dashboard, the expansion of the Wolbachia method, professional training and an awareness campaign.
The Ministry of Health will allocate more than R$ 1 million to measures to strengthen surveillance and control arboviruses – such as dengue, chikungunya and Zika – in Espírito Santo. In addition to the transfer to the state, R$1.9 million will be allocated to eight municipalities in Espírito Santo. The resources will be provided until the end of this year, in one lump sum. Monitoring the scenario of these diseases in Brazil is an ongoing measure by the administration, which is on alert for the beginning of the rainy season, when the number of cases traditionally begins to increase.
States and municipalities receive annual sums from the fixed floor of health surveillance, which finances the implementation of the measures. Furthermore, the Ministry of Health has authorized the transfer of financial resources from the National Health Fund to health funds at state, district and municipal levels, with regard to financial support for emergency surveillance and prevention measures for endemic diseases with a focus on arboviruses. The resources will be formalized through a decree in the coming days.
Number of cases
In 2023, up to the 48th epidemiological week, Espiritu Santo recorded a significant increase in dengue cases, rising from 13,070 in 2022 to 135,775 in the same period of the current year. There was also an increase in the number of deaths: from six in 2022, to 90 in 2023. Regarding chikungunya, 5,393 cases of the disease were recorded in 2023, up to epidemiological week 48, which represents a significant increase compared to the same period in 2022, Where 1213 cases were reported. No deaths from the disease were recorded in 2022, but there are two cases this year.
As for the Zika scenario, until the 34th epidemiological week, Bahia recorded an increase in the number of cases of the disease, going from 159 in 2022 to 2,330 in the same period in 2023.
National scenario
R$256 million will be invested throughout Brazil in strengthening arbovirus surveillance. Of this total, R$111.5 million will be paid by the end of this year, of which R$39.5 million will be paid to the states and the Federal District and another R$72 million to municipalities. In addition, an amount of R$144.4 million will be transferred to strengthen health surveillance measures throughout the country.
Action series
The Ministry of Health has opened the National Arbovirus Chamber (SNA), a permanent space that will allow real-time monitoring of places with the highest rates of dengue, chikungunya and Zika to prepare Brazil for a possible increase in cases of these diseases in the coming months. Through this chamber, it will be possible to better target monitoring actions to states and municipalities, and to support local actions.
To increase data transparency, the folder also runs a sPublic Arbovirus Dashboard. The tool displays, in real time, the number of probable cases, deaths, fatality rate, cases and hospitalizations for dengue, Zika and chikungunya. The platform allows comparisons between the current year and the previous year, showing sections by age group, gender, state and municipality.
Serum
Also a priority for the federal government is the analysis of the Qdenga vaccine by the National Committee for the Integration of Technologies into the Unified Health System (Conitec). The ministry is closely monitoring new technologies that could help fight diseases and opened a public consultation on Friday on the proposal to integrate immunization into the unified health system.
Conitec has made a preliminary recommendation in favor of consolidating priority sites and audiences to be identified by the National Immunization Program (PNI), taking into account areas with the highest rates of infection and transmission and in age groups most at risk of disease exacerbation. Contributions will be curated and evaluated by the committee, which will issue a final recommendation.
