According to the Final Communiqué of the 43rd Summit of Heads of State and Government of the Southern African Development Community, the meeting congratulated the Member States and the leadership and personnel of the Southern African Development Community Military Mission (SAMIM) for its dedication and contribution to the AU’s support of Southern Africa. A mission aimed at achieving peace and security in the province of Cabo Delgado.
The Luanda meeting also received an update on the security situation in eastern DRC and endorsed the deployment of the SADC mission in that country to restore peace and security in that region.
The SADC summit also advocated the establishment of the region’s center for humanitarian and emergency operations by next October, and urged member states to “accelerate” national processes aimed at signing and ratifying the memorandum.
The goal is to establish and operate a SADC Humanitarian Operations and Humanitarian Emergencies Center (SHOC) “no later than October 2023.”
The meeting, which brought together the Heads of State and Government of the 16 Member States in Luanda, endorsed and signed the Southern African Development Community Declaration on Accelerating Action to End HIV/AIDS in the Region by 2030.
At this meeting, the Angolan President, Joao Lourenco, was nominated to assume the rotating presidency of the regional bloc for the next 12 months, after he received the organization’s insignia from the hands of the outgoing president, Felix Tshisekedi.
The President of Zimbabwe, Emmerson Mnangagwa, has been elected as the next Chairman of the Southern African Development Community, i.e. for the term 2024-2025, and the President of Zambia, Hakainde Hichilema, has been elected as the Head of the Organ for Cooperation in the Fields of Politics, Defense and Security. from the region.
Security, industrialization in the Southern African region, and economic integration were among the topics discussed at this summit, which was held under the theme “Human and Financial Capital: Key Drivers for the Sustainable Industrialization of the SADC Region”.
According to the closing statement, the summit reviewed the state of the political and security situation in the Kingdom of Lesotho and appreciated the progress made and the commitment made by the Government of Lesotho to finalize the reform process.
The Luanda Summit received evaluation reports on the degree of implementation of the SADC Strategic Indicative Regional Development Plan 2020-2030, namely the economic situation of the region, regional economic performance, infrastructure development, industrialization and others.
Member states have also agreed to and signed the Southern African Development Community Protocol on Employment and Work, which, among other things, sets out a strategic framework for regional cooperation on employment and work-related issues.
SADC is an economic bloc formed from Portuguese-speaking Angola and Mozambique, as well as South Africa, Botswana, the Democratic Republic of the Congo, Comoros, Lesotho, Madagascar, Malawi, Mauritius, Namibia, Swaziland, Seychelles, Tanzania, Zambia, and Zimbabwe.
