ADSE Chairman María Manuela Faria said that for now she is “comfortable with the financial situation” of the public health subsystem, but warns that in the health sector “what may seem like millions of euros” could quickly disappear, especially given the “uncontrollable prices” seen in this activity.
María Manuela Faria was summoned by the PS to the Public Administration and Land Planning Commission and the Local Authority to speak on the sustainability of the ADSE “in order to allow any changes in the contribution system”.
In her speech, the Socialist MP Eurydice Pereira mentioned, on several occasions, a “pillow” of 1.1 billion euros accumulated by the ADSE in recent years, as well as the possibility of reducing contributions to the ADSE from 14 months to 12 months (which would cost) 3.5% of the total amount For the pension or salary of civil servants, in addition to reducing the subscription rate.
In turn, PSD deputy João Paulo Barbosa de Mello asked if ADSE’s president was “comfortable with ADSE’s financial situation” and promoted the idea of reducing discounts, an issue reiterated by Chega’s Bruno Nunes: “Is it important let it be 14 months?”.
The same issue was also mentioned by Communist deputy Paula Santos, who also brought to the hearing the €7.7m cost incurred by the principal beneficiaries (they are the ones who give ADSE discounts and maintain the subsystem) with increases in the prices of the agreed system (through co-payments ), in force since March and with a global impact of about 30 million euros of spending, in particular, “at a time when the family is facing greater financial difficulties”.
The Chairman of the Abu Dhabi Securities Exchange indicated that there are two main concerns about the financial sustainability of the Abu Dhabi Securities Exchange, namely the increase in the average age of beneficiaries and the significant increase in spending. per person Which stems from the aging of the members, as well as the fact that the level of ADSE activity, in terms of health care provided, has not yet recovered to pre-pandemic levels (ie, a significant increase in spending is expected).
According to María Manuela Faria, the extension of the ADSE to individual employment contracts, mainly for workers in EPE hospitals (public business entities), at the end of 2021 brought 110 thousand new beneficiaries to the health subsystem, of which 73 thousand are holders. (ie they support ADSE through contributions) and the rest are family members. This entry allowed the average age of the recipients to drop by one year to 54 years, however, this average age has already returned to 55 years, as noted by the person in charge.
The situation “concerns us because there is a very high percentage of beneficiaries over the age of 65, which amounts to 53.8%.” However, “average spending per person For each beneficiary in the age group from 45 to 65 years old is 421 euros, compared to 917 euros for an average person over 65 years old, ”Maria Manuela Faria indicated, stressing that“ there are a series of factors that we must take into account when talking about them in Sustainability at ADSE”.
Positive balance of €137 million in 2022
“We are relieved,” the head of the health subsystem for civil servants reiterated, adding that in 2022 ADSE had a positive balance of €137 million, but drawing attention to the fact that ADSE had not yet recovered its activity to pre-pandemic levels. – In 2019, the positive balance is around 50 million euros.
Regarding the reduction of contributions, the President also gave the following accounting: “ADSE receives 50.2 million euros per month from the shareholder, therefore, deductions of less than two months would cost more than 100 million euros per year.” In other words, with a positive balance of 137 million euros, this amount will be “comfortable even”, but it should be noted that the activity of the Abu Dhabi Stock Exchange is still recovering and with it expenses will increase, while reducing accumulated balances.
At the parliamentary committee, the Chairman also revealed that a five-year sustainability plan is being finalized for ADSE, in a tool being developed internally that will allow the subsystem to update accounts for the variables that affect it, when necessary. The sustainability of the organism.
The above plan is practically completed and will be forwarded to the National Data Protection Commission for prior opinion, given the issues regarding the privacy of information regarding beneficiaries and private hospital providers.
María Manuela Faria has chaired the ADSE since June 2020 and was chosen when the Public Health Subsystem was under the responsibility of the Ministry of State Modernization and Public Administration, then in the hands of Alexandra Leitão – ADSE has dual responsibility for the Ministries of Finance, and more recently of the Presidency, through the Secretary of State for Public Administration, Ines Ramires .
