On Friday, a group of members of the Polish Coalition (PSL, UED, Conservative) submitted to Marshall a draft law providing for compulsory bottled vending machines in stores with an area of more than 2,000. Square m reported by Wiadomościhandlowe.pl.

The draft “Bottle Sales Act” introduces a mandatory deposit system for beverage packaging waste.
In the “retail segments” with a retail space of more than 2,000 square meters. The compulsory deposit fee for downloading the so-called “a bottle or a drink is sold and a retail unit is provided for each unit package”.
This amount will be refunded when the packaging waste is delivered to any store of the same chain where the drink was purchased.
Packaging of milk and milk beverages, medical supplies and multi-item packaging will be excluded from the deposit system.
The deposit fee does not apply to reusable beverage packages, and entrepreneurs who are forced to pay this fee will accept the responsibility of returning the package to the supplier or manufacturer of the beverage.
– These packages are usually covered by a deposit system, which mainly applies to glass bottles of soft drinks. As part of the agreements between the ice cream suppliers and the commercial units, the bottles are returned to the ice cream manufacturer and then reused, which is very useful in the brewing industry (it is estimated that 90% of beer bottles are reused) – we read in justifying the bill.
The draft considers that entrepreneurs must install bottle machines in large stores within 6 months from the effective date of this Act (this will happen 30 days after the enactment of this Act).
The costs of purchasing recycled and labeled packaging, including the deposit fee, will be offset by co-financing provided by the National Fund for Environmental Protection and Water Management in the order of 80%.
Therefore, according to project promoters, the actual cost of purchasing recycling, e.g. With a hypermarket, that would be approx. PLN (assumes that the value of the device is approx. PLN 100 thousand). The draft authors believe that the cost of the deposit system for the state will be around PLN 32 million.
The draft has already been submitted to the Legislative Office of the President of SEZ and to the opinion of the BAS in accordance with EU law. The project has not yet been given a print number.
The Polish coalition submitted two more bills to the SEZ (in addition to the one discussed above).
One gives stores and wholesalers the obligation to use only biodegradable and compost bags, and the other the obligation to name packaging “so that the resulting packaging waste can be easily classified as waste in a specific area”.
