In his speech, at the Chamber’s plenary session, Filemon said that about 27 dentists and 61 physicians from the Department of Health have reached the ceiling. In 2022, according to the author of the volume, the number could reach about 250 specialists in the region.
“Today, no one wants to come to work here because they already know that in the first month of the contract, the family doctor whose salary starts around 16 thousand riyals, will get 15.5 thousand riyals. In addition to outdated salaries, the adoption of a less permissive policy regarding professionals’ hours also had an impact on the service provided by the network.
“We no longer allow professionals not to meet their hours. When he took over, we established that if he was hired for 20 or 40 hours a week, he had to meet those hours and register and register. The doctors asked for acquittal, Philemon said.
Low salaries and a shortage of 600 specialists
According to the secretary, the current wage for health professionals in Piracicaba is low, in comparison with those of smaller municipalities in our region. This is one of the factors that, for him, contribute to the current deficit in the municipal network, which, according to him, amounts to about 600 professionals, including doctors, nurses, dentists and other positions in the ministry.
“We have a huge shortage of professionals in our network, but we do not leave it unattended. We work together, and sometimes a doctor covers another health unit so that we do not leave the area,” the minister said.
Since January 2021, according to the city council, 353 servants have been hired, including 17 surgeons, 32 nurses, 74 doctors and 230 nursing technicians. But, as of last year, the sector has lost 155 servers, with requests for exemption and retirement. “Among them, 11 dentists, 11 nurses, 95 doctors and 42 nursing technicians,” he said.

Those who receive salaries higher than the municipal civil service ceiling, in addition to indicating the units that need renewals and other demands related to the ministry.
The Minister of Health was summoned after an urgent request was approved by Council member Laercio Trevisan Jr. (PL) approved on May 12. Mayor Luciano Almeida (União Brasil) was also invited to participate in the public hearing.
The meeting took place on May 27, 4pm, in the Legislative Council, with 12 points on the agenda being discussed – see below.

- Display on the board the name of the professional abbreviated as duly, the position, workload and the salary received, highlighting the cases in which there is a deduction on the servant’s salary and the amount deducted in case the mayor’s subsidy ceiling is exceeded;
- discussion and referral regarding changing the profession of doctors, through administrative reform, along with the workload, “with a view to resolving the existing situation within the framework of the constitutional principle of legality and reasonableness”;
- discuss the measures to be taken by the municipal administration in relation to cases of civil servants who exceed the limit of the benefit of the mayor;
- Survey of suggestions to adjust the workload of these professionals so that they can get it within the ceiling and without deductions;
- information about her Health units to be renovated or awaiting openingin addition to the demands related to the construction of new units.
Recently, in a project to reset salaries for municipal servers sent to the room, which the mayor signed in April, it was reported that at least 100 health servers have already reached the limit.

The Ministry of Health stated in a note that from January 2021 to May 12, 2022, 89 physicians left the network, with 63 dismissals and 26 retirements; In this period, 37 physicians requested a reduction in their workload, 15 of whom later requested relief.
“In this department, a public tender and simplified selection process has been approved to make up for this shortage of professionals, but of all those called up, only 33 physicians took active positions and nine vacant emergency physicians,” he added.
In the first quarter of 2022, a new public tender announcement for some medical specialties was published and the volume informed that it was in talks with Fonesp to hold tenders for other specialties. “In addition, the department is making joint efforts on Saturday to meet the requirements of primary and secondary care (specialties),” he noted.
