Older renters and those with more than one tenant under these circumstances are having difficulty applying for support because the system does not accept them using the same email address in different applications.
ANP President Antonio Frías Marques told Lusa that the alert to the situation came from the National Association of Realtors after receiving numerous complaints and requests for assistance from property owners unable to proceed with applications.
The landlord’s email address is one of the fields that must be indicated in the old rent support application submitted on the housing portal, and it is necessary to submit a compensation application for each tenant.
But, as Antonio Frías Márquez said, landlords “cannot submit more than one request using their email address,” so if they have “several tenants” with old rents, “they are prevented from submitting the process to each one of them, because the system rejects.”
In one of the requests for assistance addressed to the National Ports Agency, the owner concerned stated that he had just submitted a request for compensation, which was “successfully registered”, but that the next request had not been submitted because he used the same email.
“Since I have three properties in a position to apply for compensation from the owner, I tried to submit a second application. To Lusa, Antonio Frías Marques also informed that the list of areas to request the exemption from IMI (one of the documents required in the process of requesting this support and which is presented on the financing portal) does not include Funchal.
“This means that property owners in Madeira are unable to provide operations,” he said, noting that these issues complicate “an already complex process.”
In this case the indication given to the property owners is that they ask the question through the Tax and Customs Authority counter using the item “Question” and the option “Form 1” and that in the “Message” they explain “why you chose this option.”
Lusa asked the Ministry of Infrastructure and Housing about these complaints that reached the Afghan National Police and what the owners should do to address them, but is still waiting for a response.
Compensation for pre-1990 leaseholders who have not moved to the new urban rental system is included in the decree-law that came into effect at the end of last year.
Applications for this compensation began at the beginning of this month – and must be submitted on the housing portal – and must be accompanied by several documents, namely proof of registration of the lease contract with the Tax and Customs Authority, a request for exemption from municipal property tax (IMI) fees – which is requested on the financing portal – or an electronic rent receipt or Form 44 (so that electronic receipts are not issued) as well as the urban property register that certifies the VPT on December 28, 2023.
The landlords’ support corresponds to compensation equal to the difference between the rental value and 1/15 of the taxable asset value (VPT) of the home.
