The 238 primary care units and family clinics spread across all areas of Rio focus on prevention, health promotion and early diagnosis of diseases. Through this model, Rio City Hall is working on a family health strategy, with the ability to resolve 85% of the cases of those seeking care on site. This procedure allows regular monitoring of patients and also prevents less serious cases from being sent to emergency rooms in large hospitals.
Family clinics have multidisciplinary teams consisting of doctors, nurses, nursing technicians, community health agents (CHA), dentists, assistants, and oral health technicians. Professionals are divided into teams responsible for different areas.
Upon arrival at the unit, the user is welcomed by a specialist from the team appropriate to their accommodation to receive guidance and assistance as needed.

Referral to Carioca Super Health Centre
Patients are referred to Super Centro Carioca de Saúde through family clinics and municipal health centres, and are directed based on assessment and monitoring by family health teams.

Family clinic services can also be accessed, consulted and even booked virtually through the app minhasaude.rioMunicipal Health Management Portal and Application (SMS). In the tool, the user will find the following services: scheduling appointments in primary care, obtaining laboratory and imaging test reports, monitoring requests in SysReg, checking vaccination status, health records, and also requesting and printing cards for the person with autism and the person with fibromyalgia after approval (exclusively on the website version). Renovated health care units
Rio City Hall is working to restore the network. All units – family clinics, municipal health centres, CAPS, hospitals and UPAs – are undergoing improvements, without interruption to the service provided to the population. As of the beginning of this semester, 198 buildings have already been renovated, and another 88 will be renovated by the end of the administration. The units are also receiving new furniture and equipment.
Nearly 4,000 primary care professionals have been recruited, allowing coverage to increase from 39.6% in December 2020 to 62.5% in October 2023. According to the strategic plan, the goal is to reach 70% family health coverage again. There are currently 1,294 ESF teams, 209 more than in December 2020. Of these, 93% are complete. This is historically the largest number of doctors working in the Family Health Strategy in the city of Rio.
